Summary

 

The meeting was called to order on May 17, 2000 at 3:30 P.M. on an EPA conference call line.

 

Date of Phase I: Demand Management Workshop

The members targeted June 6, 7, or 8, 2000 for a half-day workshop in Atlanta for Phase I of the Demand Management contract.  Jake Gilmer agreed to propose these dates to the full PAC and notify everyone of the workshop date by May 25, 2000.

 

Introduction to Demand Management Proposal

Will Schroeer, of ICF consulting, and the other ICF staff briefly described the Demand Management research proposal and the four-phase approach that will be used.  In Phase I, ICF will broadly screen existing technologies or policies (strategies) that have the potential to reduce emissions by the efficient use of energy and transportation.  Each strategy will be ranked in terms of its ability to reduce air emissions and its market penetration by the years 2010 and 2040.  ICF will produce a draft list of strategies that will be presented to the PAC in a half-day workshop.  In Phase II, ICF will quantify the economic and emission reduction potential of each of the most promising energy efficiency and transportation strategies.  The evaluation will focus on estimating the reductions in emissions associated with each of the strategies in 2010 and 2040.  In Phase III, ICF will refine the analysis model used in Phase II and produce to a state-by-state set of emission management strategies and companion implementation strategies.  In Phase IV, ICF will estimate the emissions reductions based on the most likely implementation strategy for the years 2010 and 2040.

 

Formulation of Emission Management Strategies

Will Schroeer explained that ICF is currently developing emission reduction strategies and that these would discussed at the June workshop along with SAMI’s emission strategies.  Jake Gilmer stated that he would soon be sending a request for strategies to all SAMI members and would submit such strategies to ICF by May 26, 2000 so that they can prepare for the workshop.  Several members of the PAC requested that, prior to the June workshop, they be sent the ICF strategy list for consideration. 

 

Jake Gilmer adjourned the meeting at 4:40 P.M.
