FY2000 Budget

Laurie Moorhead presented the FY2000 budget and revised Integrated Assessment Budget.  Both were approved unanimously by consensus.

Directions Committee Report

Alan Klimek and Ron Methier presented the findings of the Directions Group and solicited GB comments.  They characterized the purpose of the group as a midcourse check as SAMI moves into its final phases.  The Air Summits provide an opportunity to emphasize the SAMI message with a final report to be presented at the Tennessee Summit in 2001.  The Operations Committee is committed to more direct involvement in SAMI development of the Integrated Assessment and that process has begun.  The OC stands ready to resolve any conflicts at the committee level in order to help the Integrated Assessment stay on schedule.  The GB accepted this report with appreciation.

Integrated Assessment Update

Doug Neeley reported that a TVA/Alpine Geophysics modeling team was added to increase SAMI's ability to do atmospheric modeling faster.  An acid deposition contractor was selected.  The Ozone Phase II RFP is ready for release now that the revised IA budget is approved.  The SE RFP is also ready but the funding is uncertain.  A goal is to get the IA results to the GB three months prior to the Tennessee Summit for their review.  He reviewed the IA Budget in detail and described the contingency column that would be activated if the Congressional request were approved.  This approach was approved by the GB by consensus.

Strategy Development

Phil Brantley described SAMI's strategy development effort as being at a critical juncture.  The Policy Committee is following the OC directive to be "bold" and to test the limits of technology with some strategies.

Offers of In-kind Assistance

The Governing Body approved by consensus TVA's offer of $300,000 to contribute to the atmospheric modeling effort in connection with their atmospheric modeling proposal.  They also approved the EPA offer of one-half person-year to provide GIS assistance.

Committee Appointments

The following committee Appointments were approved:

Skip Kropp to GB from West Virginia, John Benedict to the OC from West Virginia, Dale Farley to the TOC from West Virginia, Fred Durham to the PC from West Virginia, and Danielle Droitsch to the PAC by NPS.
